Windows Classic View keeps Alt Tab Stuck Until Escaped

The Windows Variant of threelayout is having trouble with alt+tab as the issue is the alt key appears to still be help down while on Windows Classic. Specifications of OS is Windows-7-pro-x64 w/ sp1 installed. Keep in mind the references in this post may not apply to my specficated os per'se, but these instructions were given regarding a way to get the "Windows Classic Theme". So, this either might only be a Windows 7 issue or applied to all Windows having the options to configure Desktop to be "Classic".

PROBLEM

• Threelayout for Windows while on Theme-classic appears to experience stuck-keys
  • Description: unable to alt tab properly due to windows-theme: classic

REPLICATE

• Configure Windows Classic Theme
  • Method-controlpanel
    • sysdm.cpl > advanced-tab > settings > uncheck Useearopeek (or adjustforbestperformance)
  • Method-registry
    • HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
    • create dword32bit: AltTabSettings -> 1
• While having 3l.ahk running, press alt+tab
  • Comment: notice how the alt+tab dialog still appears
