Why are the spec_finalization_checklist and handbook out of sync? #39

It has been pointed out that the finalization checklist:
https://github.com/jakartaee/specification-committee/blob/master/spec_finalization_checklist.md

says that service releases do not require a release review, while the Eclipse Foundation Project Handbook does:
https://www.eclipse.org/projects/handbook/#specification-project-reviews

We need to discuss why this happened and whether the spec_finalization_checklist needs to be updated.
