cleanup.policy=NONE constantly polling the same file

Hi,
I'm using the Binary connector but I need to leave the file where it is so I've set the cleanup policy to NONE.
However, the file gets repeatedly processed.
What tells the connector not to process the file again? Does it need to be committed or something ?
