QA bin behavior in Windows
- node <bin.js> vs <bin.js>
  - For node <bin.js>, QA node path is inherited in spawned process.
  - For <bin.js>, QA it works well in Windows, with CMD, Powershell, and git bash, when installed globally or locally.
