Is this warning just for MacOS users or for Linux users as well?

"Note that scimax no longer loads your user files like it did before. You will need to add some lines to an init file to do this."

If so, whicch init file do you mean?
This one?
~/scimax/init.el

Usually it is in something like ~/.emacs.d/init.el
