Auto-generate change log

Is your feature request related to a problem? Please describe.
As a user going to PyPi to download this package, I can't easily see the change log. I would have to go to GitHub and look at the release and compare to previous ones or scan commits. Not fun.

Describe the solution you'd like
We should create a standard convention for commits or pull requests so that they can be automatically populated in a change log. We would need to consider what tools are available already to do this and update our CONTRIBUTING.md to ensure everyone who is working with us follows the same standards.

Describe alternatives you've considered
Manually tracking a change log. Yuck and why?
