Invalid Downlink Activate received

I've got a STM32-DVM running with a pair of GM338's and I'm trying to get a Mototrbo radio to connect to it. On connection I'm getting no reply from the repeater however I'm seeing the following in the MMDVM logs:

M: 2021-07-07 08:26:36.795 Debug: DMRIdleRX: data sync found centre/threshold -314 1128
M: 2021-07-07 08:26:36.806 Invalid Downlink Activate received from 12341231

My repeater is set to public and changing my DMR ID doesn't make any difference. I've experimented with a RX Offset with no luck - given that it's receiving the AR and decoding the DMRID, where could the issue lie? There's no whitelisting or blacklisting setup here; the repeater is set for "Public" and it works with a similarly configured Anytone radio.

Same problem here wth a new Hytera HP785 works fine everywhere except at my own mmdvm repeater. Other radio's work fine
