Update available and default C* versions

Just checking out the initial drop -- very cool. Wasn't totally sure how to best get some feedback in as I'm trying things out, so figured I'd just go with an issue to document things. If we want to go another route right now please just let me know!

Currently when you select "Local Template", you get an default of 3.11.10

We should provide what's available in the values: https://github.com/k8ssandra/k8ssandra/blob/e99b59908c80a6db5214edf2bc7f872893c12ab6/charts/k8ssandra/values.yaml#L4

And select the latest, 4.0.1 as the default.

We may want to consider not allowing 3.11.9 and 3.11.10 since they had significant known issues in them this is for total greenfield deployment setup.
