In the translate file, if the command !copy is given, it sends out a duplicate
to the world. For example:
|P >SYSOP: !COPY wb6yru !DONE
This generates a copy and sends it back out to the world, and MAY send a copy to
wb6yru. That should never happen. A copy should ONLY be sent to the address
specified. If no address is specified, the command should be ignored.
