feat: include trusted_setup.txt in binary #404

Currently, when we build the binary for Madara orchestrator, it reads the trusted setup file from a hardcoded location. If we can either

load the file into the binary
or take the input path as an argument

Then it will make it easier for us to use SNOS as a library. I think including it in the binary might be ok as this is a constant?
