No Changes file

It's a big convention with CPAN Modules to have a Changes file to show what was done between releases, which bugs got fixed, etc.

A good example of this is https://metacpan.org/changes/distribution/IO-Async This can be very useful for consumers of the module to determine when something was added to a module, or even deprecated so they can plan ahead for upgrading.
