The file looks like a boilerplate and together with the empty issue list makes the project appear unmaintained. It mentions the very relevant https://github.com/kiwix through "https://github.com/kiwix/<repository-name>/issues", but that part does not look read-worthy because it looks auto-generated.

@aleksejrs The problem we have now, it that the project grew up and deals with many different repositories and bug tracker. Do you have a better solution in mind?
First of all we can pin overview repository in kiwi github page and then we i will add a custom contribution.md instruction and other details section wise and we can request others suggestions too.
Because after digging through kiwi's github , there lacks a complete instruction for different repository, but since we need more people in this initiative we need to have a simple instruction set for all the repository at one place.
This issue has been automatically marked as stale because it has not had recent activity. It will be now be reviewed manually. Thank you for your contributions.
http://reportabug.kiwix.org/ (that is mentioned in the wiki) is a redirect to this
