Rules: Positive number must choose income or refund

When applying a rule to a transaction that has a credit (positive amount) user should have to choose "income" or "refund". For example:

The user returns an item to Costco. Currently, this will get the category2 of "costco-purchase", which is an incorrect statement. Instead, category2 in this case s/b "costco-refund".
