Support multiple localizations

It's useful to be able to have the content available in several languages. For example, I'd like to migrate https://kubernetes.io/docs/contribute/ to the contributor site, but to do that well means making sure that https://k8s.dev/ can accept localized content.

We should also reference the localized code of conduct pages (that are already translated).

That is very much the long term goal. :) I'd love to get our contributor docs localized.

FWIW - it can be localized, there is nothing blocking it, the theme supports it. There is just no one working on it.

@wuyanpinguniontech we haven't yet established what processes to follow

I can say that the main Kubernetes website has some guidance on how to localize that site - https://kubernetes.io/blog/2019/04/26/how-you-can-help-localize-kubernetes-docs/ links to a bunch of this.
If you have the appetite for it, you can make a guide to localizing this site, adapting from the SIG Docs process (you might not need many changes).

Once we have that guide we can start to follow it.

However, this isn't a small piece of work. Sorry about that.
