Lambdci cannot install psycopg2 >= 2.9.x

Attempting to install psycopg2==2.9.1 on python3.6 results in the following error.

You are using pip version 18.0, however version 21.1.2 is available.
You should consider upgrading via the 'pip install --upgrade pip' command.

If the version is pinned to psycopg2==2.8.6, it can be installed
Alternatively upgrading pip to the latest version will make this error go away.

Would you consider upgrading the pip version on these containers to something newer (and compatible with psycopg2==2.9.1)?
