ROCM SDK builder uses LGPL 2.1 license for generic build system files

Build system License License: GNU Lesser General Public License (LGPL), version 2.1 or later.
See the lgpl.txt file in the root directory or <http://www.gnu.org/licenses/lgpl-2.1.html>.
As usual with LGPL 2.1, applications and libraries build by using this  build system are not restricted by this license.

ROCM SDK builder uses COFFEEWARE LICENSE for the configuration files specifying the build target

THE COFFEEWARE LICENSE allows files to be modified freely without requirement for changes to be published.
