Handle functionality differences for plugins and drivers

Plugins can operate as a producer or a consumer (plugin functionality). Drivers can operate as a front-end or back-end (driver functionality). Currently you can set a plugin/driver functionality, but it has a limited effect on behavior during the transload loop. We should do explicit checks to make plugins and drivers operate appropriately given their functionality assignment
