Summary

As reported by @radinamatic, Xubuntu no longer ships with python-pkg-resources, which prevents a pure dpkg -i-based installation.

So either it's possible to have the dependency as a soft dependency, or we should stop telling people to invoke dpkg and instead run other tools that handle dependency resolution like gdebi.
