What happens?

As simple as that, even if the user has permissions, the books cannot be opened and the message that they do not have sufficient permissions appears.

even if you have interactivebooks.command.open. *

in my case it worked perfectly in 1.15 but now it doesn't work in 1.16

The permissions work like shown in the Spigot's page, the interactivebooks.command.open permission gives you access to the /ibook open command, and interactivebooks.open.<book-id> gives you access to open the book with the commands defined in the book's config.

I've not yet implemented per book permissions, because the /ibooks open is not meant to be used from end-users.
