Does lichess generate puzzles at random

Just going through the lichess puzzles and wondering if the number of each motif/theme correlates to the likelihood of them occurring in a game. If the puzzles are randomly generated I would assume they would?

They are generated from (selected) games, so there could be some correlation. But worth keeping in mind all the conditions to make a puzzle (and that some themes are voted on) before reaching that conclusion.
