POC: Standalone virtual device plugin

DAL plugin is under assumption that an assistant process will always be started or that it can start the assistant process on demand. DAL Plugin should be able to start even if there is no server process. And should try to connect to server every X amount of time.

For the first phase we just want to register a standalone plugin that can output a simple image frame while there is no assistant connected. No IPC interaction at all should be required.
