I tried the script, it seems that every thing is OK, but the AP is not available, unless I ran rpi--wifi.sh from the console directly and the crontab is not working.
I have the issue with RPi 4.

If it is a clean installation with nothing else, that could prevent the access to the ifconfig, try executing the script once and then remove the crontab.
Check if the access point is available after startup via ifconfig
