This only happens on pages with collapsible content. I think browser somehow wrongly calculates where it should position window on the page. Maybe it treats all the collapsible content as open and thinks the page is longer then it really is?
Tried in both Chrome and Firefox.

when I open link with anchor on new tab it doesnt work correctly and shows wrong part of the page.
