Standard templates don't handle virtual sites properly or well

We have found a way to get virtual sites into siteinfo, but the current process only allows for virtual sites with a single "mlab1" machine. We should be able to create virtual sites that have the usual mlab{1,2,3,4} machines. Additionally, virtual sites currently only run NDT, since virtual nodes only have a single public IP address. However, format templates list these virtual nodes as running every other experiment, when in actuality they do not.
