As a house owner, I’d like to know

how proposed improvements compare one to another? Is X really that efficient or is it a myth?

(knowledge base / expert system / efficiency prediction?)

estimated efficiency - formulas with parametrized assumptions, variables
estimated efficiency - predictions/averages based on data from other users (user groups, params)
upfront costs estimate
per year savings, financial [$] and environmental [co2]
how long the investment will take to pay off
