how to use batch command without interactive shell

I just want use a script to update the batch-file.txt content and run download every day,
so the batch-file.txt location has no nesscessary to changed,
how can I just use one line script like 'python3 phdler.py batch /path/to/batch-file.txt' without interactive shell？
