Tint Color / Parallax Factor update from Tiled 1.4/1.7

Is possible to add the TmxLayer 'Tint Color' (from Tiled 1.4.2). and Parallax Factor in TmxLayer class ?

I'm not really in a good position to work on this anymore, since I almost never touch anything related to .NET.

You may want to consider using the TiledCS project, which is much better maintained.

Or, if you do want to use this project, you may find it's relatively simple to add new fields to the classes.
