Disable bootstrap node whitelisting for v2.4

Currently the nodes of the community will refuse bootstraps coming from non-whitelisted nodes bu default. TODO: change that behavior to disable the whitelist by default so that they can bootstrap/be the bootstrappee of anyone.
This will allow us to push for better decentralization by eventually dropping reliance on MassaLabs' bootsrap nodes.
