gnome-recipes.x86_64.flatpak is a flatpak bundle that uses the GNOME 3.22 runtime.
It can be installed with

flatpak install --bundle gnome-recipes.x86_64.flatpak

recipes.tar.xz is some example data to use with the app. To use it with the flatpak,

cd ~/.var/app/org.gnome.Recipes/data
tar ~/recipes.tar.xz

before running the app with

flatpak run org.gnome.Recipes
