CEC non works only after rebooting from Kodi

On a Panasonic Viera TV CEC does't work at first startup, but it only works by loading Kodi and then rebooting from there.
One thing that might help to solve the issue is I found that:
going in debug mode by looking at the /tmp/debug folder, I saw that my directional buttons on the remote didn't work, instead the the media button (play, stop, etc..) do works!
So I realized that CEC on my tv set is recognizing Kodi as playback device (assigning the logical address 4), instead BerryBoot is detected as a recording device.
