This issue is to create the initial UI/UX design mock-ups of the app.

Unless @kellishouts has strong objections (and good alternatives) I propose using Google Material Design to allow for rapid development with Vue Material

Initial requirements:

Web App (HTML5+CSS+JS)
Mobile First
Subtle branding with Code for Hawaii assets

Scott Glenn showed LawStack's Washington State Law App as an example of desired functionality.
