[Optimization] - Loading state for proposal page

Description

Currently, the proposal page reloads about once per minute. The entire proposal summary component disappears when it does this, causing some layout shifts. This behavior isn't good UX. We should use loading skeletons to show when an individual. The piece of the state is loading but still keeps the general layout.
