Is your feature request related to a problem? Please describe.
The OOBE is buggy, doesn't work in old layout, and is just extra bloat that I feel like we don't need.

Describe the solution you'd like
When a user creates an account, take them to the new settings page (in 1.9) instead of running the OOBE.
