publish Prometheus/OpenMetrics metrics about import date/time, errors, etc. #44

This will allow ingesting these into Prometheus and visualising them using Grafana.

Some examples:

  • feed update date/time
  • feed size
  • feed nr of rows, by file
  • the same as above, but after running gtfstidy and/or pfaedle
  • nr of import errors/warnings, by feed, by file, by type

We could recommend to collect the metrics using Prometheus Node Exporter's "textfile collector".
