Message input field disabled when "Bot Explorer" or the "Resource" icon are clicked

What version of the Emulator are you using.
I am using version 4.12

Describe the bug

Give a clear and concise description of what the bug is.
If you click on the "Bot Explorer" or the "Resource" icon in the black flyout menu, the message input field won't accept the return key anymore effectively disabling the ability to use it to talk to the bot.

To Reproduce

Steps to reproduce the behavior:

1. Launch emulator and open any bot
2. Click either the "Bot Explorer" or the "Resource" icon in the black flyout menu
3. Try to use the messaging input field to send a message to the bot. You can type in it but you can't send it since the return key is disabled/ignored
4. Restart the conversation will clear the issue and the message field will operate correctly again until those icons are hit

Expected behavior

Give a clear and concise description of what you expected to happen.
I expect message field to work after hitting either of those UI elements
