Steps to reproduce

Edit Priority Grid to have 11 zones. Expect to be able to use the layout that is previewed.

✔️ Expected Behavior

Layout preview would match layout in use. Panes 2/6 would be combined, instead of 11/12,

❌ Actual Behavior

I was expecting the layout to be as in the preview with pane 2/6 being larger, instead the 'priority zone' is in the lower left, as the last number (11/12).
