Steps to reproduce

Enable .pdf in File Management -> File Explorer add-ons -> Thumbnail Icon Preview

✔️ Expected Behavior

The pop up should not show up

❌ Actual Behavior

This pop up from PowerToys.PdfThumbnailProvider.exe seldomly appears without any obvious trigger.
