    this addresses microsoft#572 

Unless you need Python 3.12 which requires more updates to setuptools and even numpy, this is the easiest fix

  2. Create .gitattributes 

    this ensures if you clone on windows, then open a devcontainer locally this will be proper CR and not CRLF
