[DO NOT UNPIN] ORT Nightly Package Name Change

We have changed the name of our nightly packages from ort-nightly-* to onnxruntime-* (e.g., the ORT GPU nightly package has changed from ort-nightly-gpu to onnxruntime-gpu). For packages that depend on onnxruntime, this will allow you to specify a clean set of dependencies when swapping the nightly in and out.

To install the latest version of the nightly package, you can use the following command:
python3 -m pip install -i https://aiinfra.pkgs.visualstudio.com/PublicPackages/_packaging/ORT-Nightly/pypi/simple/ --pre onnxruntime

(Note that you should include --pre in the command to ensure that you're getting the latest nightly package, rather than an older version.)
