Added needs proposal to get a list of short names for the commands.

We need to generate a list of suggestions of command names that are currently long and could be shorter in the UI. For example, "Run Selection/Line in Python Terminal" could be "Run Selection/Line":

@pheonix-18 Hi there! Issue #22008 is already assigned to someone so you can either reach out to them to see if you collaborate, or you can pick another one.

This issue right here (#17360) has no one assigned to, so you can take it if you'd like. However, it just needs a proposal ("needs proposal" label): so contributing to this issue would be just a comment with suggestions on texts that are shown in the UI but that could be shortened. Then if the proposals make sense, they can each become an issue with "needs PR". Does that make sense?
