PDF can not be downloaded

Describe the bug, issue or concern

The PDF with the QR code cannot be downloaded for neither the NL nor the EU form.

Example use-cases:

• Someone may not have a printer, but not feel comfortable logging in with Digid on someone else's computer (or a library computer). It would be useful for them to be able to download the PDF so they can print it off a USB drive (or similar).
• People may not have a smart phone, but may still have file storage on their non-smartphone. They could store the PDF on their phone and show that instead of carrying around a paper print-out.

To Reproduce

Steps to reproduce the behavior:

1. In a supported browser (I used Brave), go to https://coronacheck.nl/print
2. Login with Digid for vaccinated or otherwise get to the state to get a valid QR Code
3. Click on either of the two "Open PDF" buttons
4. In the opened PDF viewer, click on the download button and take note that the PDF is not being downloaded
   

Expected behavior

The PDF being downloaded to either the Downloads folder or a modal opening asking the user where to save the PDF.

Work arounds for the web-savvy

• In browsers which offer this option, choose "Print to PDF" as the printer.
• Alternatively, install a dedicated PDF printer driver and use that to "Print to PDF".
