Anti Mention Spam

Summary

Misskey administrator is able to block instances, is able to block hashtag, is able to block words.
But current spam is an empty message with attachment and recipients.
Soapbox/Rebased/Pleroma/Akkoma servers are currently unaffected by current Mentioning spamming.

Purpose

As administrator, I would like to enable an Anti Mention Spam protection security feature to avoid mention spamming.
At soapbox, they did like this.
