Implement an alert system to know when some data are not availabe when they should be

To avoid to miss some builds (see https://bugzilla.mozilla.org/show_bug.cgi?id=1437931), it could be interesting to know it.
For example, you could use Socorro or Telemetry crashes data to guess if a build is missing:

• if crashes numbers for build XXX >= threshold then check if XXX is in the database and if not then warn the team that XXX is probably missing.
