Allow BugBot to file and update bugs based on the hang stats data from BHR #2432

This capability will look at the data from Florian's dashboard at https://fqueze.github.io/hang-stats/ and for the top N stacks, will file bugs for ones not associated yet with bugs.

Those new filed bugs will then:

  1. Have the appropriate [bhr whiteboard tag applied so that the dashboard can associate the stacks with the bugs, and
  2. Have the Performance Impact flag set to ?
  3. Probably be filed under Core :: Performance, unless the BugBot knows how to guess the right component based on the stack / signature.
