Temporarily disable the spambug rule for the "CA Program" product

Based on the discussion with @amccreight, it would be ideal to disable the rule temporarily for the "CA Program" product until the accuracy of classifying "CA Program" bugs is improved.

Here are some false positive cases reported by @amccreight:
