BugBot should add information to a bug when it's unable to move it

Looking at bugs in Firefox::Untriaged, sometimes it's unclear if BugBot hasn't looked at the bug yet, or decided that it doesn't have enough confidence for moving it.

It could be useful to make that information clear, maybe with a keyword (e.g. bugbot-unchanged)?

For bugs where bugbug doesn't act, we were thinking of sending an email to the triage owner with the bug and the potential component with the highest confidence. This would at least give some help to the triage owner. WDYT?

It wouldn't solve my specific case: I'm currently helping with the triage of Firefox::Untriaged, but I'm not officially set as triager (nor I want to be). Any other folk going into the bug wouldn't be able to know that information either.

It might be noisy, but commenting directly in the bug might be an option too.
