Dependent on #442.
Similar to #443.

The goal here is to provide an interface in our code that allows us to get static documentation about each of the modules that the agent supports. We would like for users to be able to make a request to receive an explanation of each of the parameters they must or can provide to configure a module they wish to dispatch to agents.
