restore the force-refresh functionality

When we're doing a planning meeting, we often force-refresh to see how changing our estimates and priorities are affecting the sprint points and such. Now we have to wait 10 minutes before we can see how many points we're adding to the sprint during our estimation.

Would this get alleviated sufficiently if issue #76 were fixed?

this will be a thing of the past hopefully this week. all updates will be done via receiving bugmail, and will happen in under a minute from when the bug was updated.

yeah, this would go away if #76 were fixed, and updateds via bugmail would work for us too.
