The query parameters should include:

limit (default: 1)
limit of total number of outputs (capped by environment variable)
target (optional)
target total value (fail if cannot be fulfilled)
value (default: 10000bits)
minimum single value
sort (default:old)
sort by new|old|high|low
maxheight (optional)
maximum output height
