Consider enabling the ERA ruff rule codes by default

Motivation
There's no autofix obviously, but the eradicate linter detects commented-out code which is quite useful. Commented-out code is definitely not good but it enabling the rule might not suit some people's way of working well, e.g. commented-out code would block commits if using pre-commit. Including it by default might be too opinionated. But it's good to consider.
